STADIUM GROUND RULES

The following regulations, along with applicable national laws (including those of India), are binding for all individuals holding tickets and/or accreditations who enter the premises of stadiums used for the 2023-24 Indian Super League (ISL) tournament organized by Football Sports Development Limited (FSDL).

The JLN Stadium (referred to hereafter as the "Stadium") within these regulations encompasses all areas within the stadium premises and its immediate surroundings where a Chennaiyin Football Club (CFC) home match is scheduled or has taken place, accessible solely with a match ticket ("Ticket") and/or an ISL 2023-24 accreditation ("Accreditation"), including all entry and exit points.

During the periods necessitating a Ticket or Accreditation for stadium entry, these regulations supersede the standard stadium rules governing other matches and/or events held at the Stadium during other times.

ENTRANCE

  • Access to the Stadium will be granted solely upon presentation of a valid Ticket and/or Accreditation for each person aged three and above. These must be presented for inspection at both the entrance and within the Stadium upon request by authorized personnel appointed by FSDL and/or CFC, or by a police officer if required. Proof of identity, in the form of an official document, must also be provided upon request. Failure to comply may result in denial of access to the Stadium or expulsion from the premises.
  • The validity and usage of Tickets or Accreditations will be determined in accordance with the relevant terms and conditions of the ISL 2023-24. Ticket or Accreditation holders may only enter the Stadium with a Ticket or Accreditation that has been acquired/granted and utilized in compliance with said terms and conditions.
  • Tickets or Accreditations that are acquired from illegal unauthorized sources shall be invalid.
  • Disabled individuals can access designated areas through specified entrances by presenting a valid Ticket for disabled persons. Any accompanying person must also possess a valid Ticket. Proof of disability must be provided upon request by personnel appointed by FSDL and/or CFC.
  • The driving and parking of vehicles within the Stadium premises are only allowed with special authorization from FSDL and/or CFC.

PERSONAL CONTROLS

  • Upon entering the Stadium, every individual must display and, if requested, submit their Ticket and/or Accreditation for inspection to personnel appointed by FSDL and/or CFC, or to a police officer.
  • Personnel appointed by FSDL and/or CFC, or a police officer, have the authority to assess whether individuals pose a potential risk to public order, including by using technical means, particularly if they have consumed alcohol or drugs, or possess weapons or prohibited items. Such personnel are also authorized to conduct searches of individuals' clothing and belongings.
  • Prohibited items will be confiscated by personnel appointed by FSDL and/or CFC. Owners are encouraged to deposit such items at designated locations when feasible. However, FSDL and/or CFC, or their representatives, reserve the right to refuse the storage of specific items at the deposit.
  • Individuals who fail to comply with Stadium Rules or pose a security threat will be refused entry to the Stadium, without prejudice to any further action that may be taken against them.
  • Individuals who misuse a Ticket or are subject to a stadium ban will be denied access to the Stadium and must promptly return their Ticket to FSDL and/or CFC, as instructed, in accordance with the Ticketing Sales Terms and Conditions. Similar rules apply to any misuse of an Accreditation not compliant with the Accreditation Terms and Conditions.

CONDUCT INSIDE THE STADIUM

  • Individuals must conduct themselves in a manner that avoids harming, injuring, endangering, obstructing, or causing annoyance to others, and refrain from causing any damage.
  • It is mandatory to adhere to the instructions given by personnel appointed by CFC, police, fire brigade, or other rescue services.
  • Occupants must sit in their assigned seats as indicated on their Ticket and utilize designated access routes. However, they may be required to occupy a different seat for safety or major organizational reasons, as directed by authorized club staff or a police officer.
  • If any damage to property or accidents occur, individuals should promptly notify personnel appointed by the club or a police officer.
  • Access will be strictly limited to what is permitted by the holder of a Ticket, Accreditation, and/or any relevant supplementary access device.
  • Additional directives may be issued to mitigate risks to life, health, or property. Failure to comply with instructions from club-appointed personnel or police officers may result in expulsion from the Stadium.
  • Dispose of rubbish and packaging in the provided bins and containers at the Stadium, while respecting any waste separation arrangements.
  • Smoking, including the use of e-cigarette products, is strictly prohibited within the Stadium.
  • Betting activities are not permitted within the Stadium.

SOUND AND IMAGE RECORDINGS AND TRANSMISSION

  • Attendees of an ISL 2023-24 match acknowledge that their voice, image, and likeness may be used, at no cost, in still images and audio-visual materials captured or recorded during their time at the Stadium. These may be utilized simultaneously or at any time thereafter in connection with the specific match or the ISL 2023-24 tournament as a whole.
  • Attendees of the ISL 2023-24 match are prohibited from recording, using, or transmitting, via the Internet, radio, television, or any other existing or future media, any audio, images, recordings, or descriptions of the Stadium or the match. This includes any match-related results, statistics, information, or other data, in whole or in part, except for private use. Additionally, assisting others in such activities is also prohibited.

PROHIBITED ITEMS AND CONDUCT

The following items are prohibited from being brought into the Stadium unless authorized by FSDL and/or CFC:

  • Any object that could be used as a weapon, including long umbrellas, helmets, ladders, stools, chairs, boxes, large bags, rucksacks, suitcases, and sports bags, exceeding dimensions of 25cm x 25cm x 25cm or unable to be stored under a Stadium seat.
  • Bottle jugs, cans, or other plastic, glass, or fragile non-shatterproof objects, except ISL 2023-24 designated cups or medically necessary items.
  • Fireworks, flares, smoke powder, smoke bombs, or any pyrotechnics.
  • Gas spray cans, corrosive or flammable substances, dyes, or containers holding harmful or highly flammable substances.
  • Laser pointers.
  • Drones or flying objects.
  • Weapons of any kind.
  • Alcoholic beverages, drugs, stimulants, or psychotropic substances, excluding medically necessary substances.
  • Any material containing insulting, racist, xenophobic, sexist, religious, political, or other illegal/prohibited content, including discriminatory propaganda.
  • Promotional or commercial objects or materials, such as banners, signs, symbols, and leaflets.
  • Flagpoles or banner poles, except for flexible plastic poles or double poles not exceeding 1 meter in length and 1 cm in diameter.
  • Banners or flags larger than 20 x 15 meters. Smaller flags and banners may be permitted if made from non-flammable materials and compliant with relevant laws, subject to inspection by FSDL and/or the Club.
  • Large quantities of paper and/or rolls of paper.
  • Sound-emitting devices such as megaphones, klaxons, or vuvuzelas.
  • Professional cameras, video cameras, or other professional recording equipment, allowed for private use and accepted as such by FSDL and/or the Club.
  • Devices used for transmitting or disseminating content in breach of regulations.
  • Animals, except for guide dogs as per Indian law.

In case of any doubt with regards to any object brought to the Stadium, the relevant person appointed by The FSDL and/or Club, or a police officer shall be responsible for deciding which objects are prohibited or permitted in accordance with the Stadium Rules.

It is strictly prohibited to engage in any of the following activities inside the Stadium:

  • Throwing objects or liquids, especially towards other individuals or towards the pitch or its surrounding area.
  • Starting fires or setting off fireworks, flares, or other pyrotechnics.
  • Expressing or disseminating insulting, racist, xenophobic, sexist, religious, political, or other illegal/prohibited messages, particularly discriminatory propaganda.
  • Behaving in a manner that may be perceived as dangerous, provocative, threatening, discriminatory, or offensive.
  • Selling goods or tickets, distributing material (including printed material), or any objects, or conducting collections or other promotional or commercial activities without prior written authorization from the Club.
  • Climbing on or over structures and installations not explicitly intended for such purposes.
  • Writing, painting, or affixing anything onto structural elements, installations, or pathways.
  • Using the Stadium premises as a restroom or littering by discarding objects such as rubbish, packaging, or empty containers.
  • Entering the pitch or the surrounding area.

BREACH OF STADIUM RULES

Subject to applicable laws, any violation of the Stadium Rules may lead to the following penalties:

  • Expulsion from the Stadium and possible handover to the police.
  • The offender may be banned from all Stadiums for a portion or the entirety of the ISL duration, in accordance with the Accreditation Terms and Conditions or the Ticketing Sales Terms and Conditions.
  • The offender's personal information may be provided to relevant national football associations and/or the police, as per applicable laws, to enable appropriate measures such as national stadium bans.
  • Initiation of legal proceedings by FSDL and/or CFC, or other authorized entities, in compliance with Indian law, may occur.
  • FSDL and CFC retain the right to pursue any other legal remedies at their discretion.

VIDEO SURVEILLANCE

For public safety, the Stadium is equipped with a video surveillance system overseen by judicial police officers. These images may be utilized in legal proceedings if necessary.

LIABILITY

Subject to the constraints set by relevant laws, individuals entering the Stadium acknowledge that they assume their own risk and may bear responsibility for any damage or loss resulting from their actions within the Stadium.

SEVERABILITY AND AMENDMENTS

  • If any provisions of the Stadium Rules are deemed void, ineffective, or unenforceable by a competent court, the remainder of the Stadium Rules will remain in effect as if those void, ineffective, or unenforceable provisions had never existed.
  • FSDL and CFC reserve the right to make reasonable amendments to the Stadium Rules periodically.
  • Each applicant for a Ticket or Accreditation will be notified of the publication of any updated version via the email address provided during the application process (which may be changed in accordance with the relevant terms and conditions). It is the responsibility of the applicant to inform all potential or current Ticket or Accreditation holders covered by their application of such changes. Each individual will then have the right to cancel their application in accordance with the applicable Accreditation Terms and Conditions or Ticketing Sales Terms and Conditions.

APPLICABLE LAW AND JURISDICTION

  • The Stadium Rules shall be governed by and construed in accordance with the laws of India.
  • Any disputes arising from or relating to the Stadium Rules shall be brought before the competent court in Chennai, India.
